                            Professional Negligence



BY ENTERING YOUR NAME, ADDRESS, CITY & STATE BELOW, YOU ENDORSE THE
FOLLOWING PETITION TO BE SUBMITTED TO LEGISLATORS FOR THE STATE OF
MICHIGAN and at the federal level.


PURPOSE:  To bring civil action against "Professional Negligence"


In dog bite cases, Veterinarians presently "can euthanize a healthy
animal upon the request of ANY individual, as long as the veterinarian
decapitates the head and submits the head to a rabies testing facility." 
"The present law states either a 10 day quarantine period for the
animal or decapitation if the animal presents "Imminent Danger."


Imminent danger means a condition or practice which could reasonably be
expected to cause death, disease or serious physical harm.


"Local health officers, medical directors or animal control officers
can order euthanasia in lieu of the need for an emergency court order IF
immediate determination of the rabies status is needed. The animal
shall be examined for identifying information such as a tattoo's/micro
chip, if the animals owner is unknown and it is unknown if the animal has
had a rabies vaccination."

In 24 years there have been 10 cases of rabies in dogs from 1978-2002.
Counties documented were: Tuscola; Sanilac; Wayne; Eaton; St Clair;
Livingston; and Lapeer.

Out of 3331 dogs, 367 ferrets, 4084 cats tested zero results to rabies
were found. 1 death in Michigan resulting from rabies was in 1950 by a
bat.



THE PEOPLE OF THE STATE OF MICHIGAN AND ALL OTHERS:


Enact an appropriate law, to stop veterinarians from indiscriminately
euthanizing dogs/greyhounds/animals without researching for original
owner AND to check police reports before killing an animal brought in off
the street by just ANYBODY.

To prove that this animal is imminent danger thus causing it to die. To
not be able to hide behind a "title" and research the rightful owner.
